Certified Community Behavioral Health Clinic (CCBHC) Accreditation Consulting

The Certified Community Behavioral Health Clinic model is transforming how organizations deliver behavioral health services across the United States. With over 500 CCBHCs now operating nationally, this care model has proven that equitable, high-quality, whole-person care is both achievable and sustainable. PowderHorn Consulting is here to help your organization navigate the accreditation process and bring this model to your community.

What Is a CCBHC?

A CCBHC is a program of the Substance Abuse and Mental Health Services Administration (SAMHSA), specifically through the Mental Health Services Administration’s initiatives to expand access to care for underserved populations. These clinics were designed to provide comprehensive behavioral health care to any person seeking services, regardless of their ability to pay or where they live.

The model requires that certified clinics offer a full range of services, including:

  • Mental health and substance use disorder services for adults and children
  • 24/7 crisis intervention and stabilization
  • Care coordination across mental health, physical health, and social services
  • Peer support and family services
  • Psychiatric rehabilitation
  • Screening, assessment, and diagnosis
  • Outpatient mental health and substance abuse treatment

The integrative approach is what sets CCBHCs apart from traditional outpatient clinics. Rather than treating one condition in isolation, the model addresses the full spectrum of a person’s needs under one coordinated care plan.

Why CCBHCs Are the Future of Behavioral Health

The CCBHC model isn’t just a new certification. It’s a fundamentally different way of delivering care that produces measurable results for clients, staff, and communities. The Joint Commission recently outlined several key reasons this model is gaining momentum across the country.

Expanded access. Clinics with certified CCBHC status see an average 25% increase in the number of patients they can serve, bringing care to populations that previously had limited or no access to behavioral health services.

Whole-person care. The model integrates behavioral health with physical health monitoring in five key areas, including BMI and weight management, diabetes management, and tobacco and alcohol cessation support. This approach produces better outcomes than treating mental health and physical health separately.

Better outcomes, fewer emergencies. Integrative care reduces hospitalizations and ER visits by catching problems earlier and coordinating treatment across providers. Clients get consistent support instead of crisis-driven intervention.

Stronger teams. Organizations can leverage grant funds and expanded Prospective Payment System (PPS) reimbursement to increase hiring, improve staff retention, and build redesigned care teams focused on the people they serve.

Community partnerships. The model requires formal agreements with Designated Collaborating Organizations (DCOs), which strengthens referral networks and ensures clients can access services beyond what the clinic provides directly.

CCBHC Accreditation With PowderHorn Consulting

As of July 2023, both CARF and The Joint Commission offer accreditation for established CCBHCs. The first CCBHC in the country received accreditation from CARF in December 2023, and PowderHorn Consulting is prepared to help your organization achieve the same.

The criteria for CCBHC accreditation fall into six key program areas:

  • Staffing requirements and workforce development
  • Availability and accessibility of services
  • Care coordination across providers and systems
  • Scope of services offered to clients
  • Quality reporting and outcome measurement
  • Organizational authority and governance structure

Our team of accreditation consultants brings decades of experience as former CARF and Joint Commission surveyors. We understand what surveyors look for because we’ve been surveyors ourselves. That insider perspective means we can identify gaps, build compliant systems, and prepare your team so you’re confident and ready on survey day.

Whether you’re building a CCBHC from the ground up or transitioning an existing clinic into the certified model, we provide hands-on guidance through every phase of the process, from initial readiness assessment through accreditation and ongoing compliance.
