A CCBHC is a program of the Substance Abuse and Mental Health Services Administration (SAMHSA), specifically through the Mental Health Services Administration’s initiatives to expand access to care for underserved populations. These clinics were designed to provide comprehensive behavioral health care to any person seeking services, regardless of their ability to pay or where they live.

The integrative approach is what sets CCBHCs apart from traditional outpatient clinics. Rather than treating one condition in isolation, the model addresses the full spectrum of a person’s needs under one coordinated care plan.
The CCBHC model isn’t just a new certification. It’s a fundamentally different way of delivering care that produces measurable results for clients, staff, and communities. The Joint Commission recently outlined several key reasons this model is gaining momentum across the country.
Expanded access. Clinics with certified CCBHC status see an average 25% increase in the number of patients they can serve, bringing care to populations that previously had limited or no access to behavioral health services.
Whole-person care. The model integrates behavioral health with physical health monitoring in five key areas, including BMI and weight management, diabetes management, and tobacco and alcohol cessation support. This approach produces better outcomes than treating mental health and physical health separately.
Better outcomes, fewer emergencies. Integrative care reduces hospitalizations and ER visits by catching problems earlier and coordinating treatment across providers. Clients get consistent support instead of crisis-driven intervention.
Stronger teams. Organizations can leverage grant funds and expanded Prospective Payment System (PPS) reimbursement to increase hiring, improve staff retention, and build redesigned care teams focused on the people they serve.
Community partnerships. The model requires formal agreements with Designated Collaborating Organizations (DCOs), which strengthens referral networks and ensures clients can access services beyond what the clinic provides directly.
As of July 2023, both CARF and The Joint Commission offer accreditation for established CCBHCs. The first CCBHC in the country received accreditation from CARF in December 2023, and PowderHorn Consulting is prepared to help your organization achieve the same.
